Indonesian Government seeks investors to manage toll bridge

The Indonesian government is looking for local and foreign investors to bid for the operation of the Suramadu toll bridge 18 months after it opens. The Indonesian Toll Road Regulator (BPJT) will temporarily manage the bridge for the first 18 months of operation after opening, to provide time to seek investors ready to take it on as an up-and-running business. “This is the first toll bridge constructed by the government,” says Bambang Susantono, the deputy minister of infrastructure. “Once completed it will be handed over to the private sector. There will be a tender process for that.” The bridge is expected to start operating on June 10.

The bridge – which will link East Java’s capital Surabaya with the nearby economic backwater of Madura Island – is nearing completion, with more than 98% of construction tasks completed. Constructed jointly by Indonesian and Chinese contractors, the bridge, the longest in Indonesia, spans 5.4km and has cost the country US$440 million (Rp 4.5 trillion). Most of the materials, including the steel used for the bridge, have been imported from China.

The government has allocated 18 months for the BPJT and the new tendering agency to put out to tender the management of the bridge, as the government wants to attract the investors that can provide the most “benefits”. The road management company, PT. Jasa Marga, has already expressed an interest in operating the bridge. “We are ready to operate and earn fees for operation services,” says finance director of PT. Jasa Marga, Reynaldi Hermansyah. He says that as long as the selection of the operators was conducted through a tender, his company will participate and try to win it.
