Chinese city uses video detection for traffic management

Located in a coal mining area in the southern part of Shandong province in China, Jining City has a population of over 8 million people and its rapid economic growth and explosive increase of individual vehicle ownership has resulted in significant problems with traffic congestion. Image Sensing Systems (ISS) has announced that its wholly owned Hong Kong-based subsidiary has supplied and installed 360 of its Autoscope video detection units for integration with the City’s traffic signal controllers. The Autoscope video detection systems provide vehicle presence detection, as well as highly accurate traffic data, including volume, speed and occupancy for the system. Local company, Anhui Keli, supplied the traffic signal controllers for the urban traffic control system that covers 90 major intersections, and the entire system was integrated by Beijing-based STONE ITS Integration Co, Ltd. Installation and commissioning was completed in 2013 and the system was successfully handed over to the city in the first quarter of this year. ISS is supporting the vehicle detection system during the two-year defect liability period.

The Autoscope detection system captures video images of traffic and analyzes the information using sophisticated algorithms, with the data then transferred to intersection signal controllers and the traffic management system. “Chinese intersections have traditionally used intrusive loop detection, leading to expensive and cumbersome maintenance issues,” explained Dan Skites, ISS managing director for the EMEA / APAC region. “We are very pleased to see a trend towards non-intrusive technologies, such as Autoscope video. There are an increasing number of Chinese cities evaluating video image processing for intersection detection and we are very optimistic of our near-future opportunities in the Chinese market”

After last year’s completion of the installation and commissioning process, Zhang Jun, executive director of the system’s integrator, STONE, commented, “We are pleased to partner with ISS on this project. This is the largest project for intersection detection using Autoscope we have completed in China. We are excited to contribute to improving the road traffic environment in Jining City. We think that in the coming years, we will see several similar cooperation opportunities in this growing market.”
