Tolls System Project Manager - Atkins

Atkins seeks an energetic and highly motivated self-starter to join its Tolls team in San Francisco, California, as a Tolls System Project Manager. 

Major function/role:
Under direction, the person in this position applies technical professional competency in toll project delivery and consultation on toll systems, toll equipment and technology, toll operations and maintenance, and managed lane networks.

Work will be conducted simultaneously on multiple projects that are in various phases of delivery from planning and design to operations and maintenance.

Responsibilities include coordination of toll project activities, project schedule management, technical analyses and documentation, risk management, resource planning, quality control, and contract management.

Interacts closely with toll system integrators and operations staff in the preparation of project deployment, testing, requirements traceability, change control, review of system integrator deliverables, and facilitation of client/owner approvals.

Functions within small, project-oriented, multidisciplinary teams of toll professionals and supports direct interaction with clients within the context of project progress meetings, schedule updates, design reviews, operations, and project production and delivery. 

Major results expected include high-quality written, verbal, and graphical deliverables in the form of operational concepts, technology reviews, designs, and specifications.

Job duties:
Contract administration and system integrator oversight through all phases of toll system delivery;

System design reviews and software configuration management;

Schedule management to include:

• Review of TSI baseline schedule;

• Tracking of critical path items;

• Identification of schedule risks;

• Status of action items;

• Periodic schedule update reports to client.

Risk management services to include:

• Proactive identification and assessment of integration risks;

• Develops and prioritizes risk mitigation strategies;

• Tracks and supports resolution of issues with TSI and third party service providers;

• Change and configuration management for toll program business requirements, operational policies and procedures, and system functionality;

• Manages system testing oversight activities to validate functionality and performance of toll systems;

• Manages completion and verification of system testing punch list items;

• Monitor system issues through tracking defects and work orders;

• System report testing and validation; report data analyses and data management;

• Evaluates, monitors and verifies compliance of design with Requirements Trace Matrix (RTM);

• Reviews, comments, and provides approval recommendation of TSI deliverables consistent with approved plans and specifications;

• Manages oversight of equipment installation and integration activities;

• Writes reports, delivers presentations, communicates concepts and deliverables to clients and participates in quality control checks.

Education and experience:
Bachelor of science degree in civil engineering or a Toll related subject such as Computer Science, Electrical Engineering, Transportation Planning, Accounting, Economics, Business, Law, or Information Technology, plus seven years relevant experience providing exposure to information and communication technologies and/or toll operations, including fiber-optic communication design, video systems, toll collection systems and sub-systems, toll infrastructure, electronic payment, or traffic management.

Toll related Master's degree/MBA can substitute for one year of experience.

Special skills:
Detailed understanding of the practical design and deployment of a wide range of toll operations technologies, including toll transaction processing logic, video/violations-processing systems/engineering, toll collection systems and sub-systems, electronic payment, toll infrastructure, or traffic management. 

Specific experience with toll system integrators, and any active traffic management experience, including congestion pricing.

Proficiency in the use of Microsoft Office products, including Word, PowerPoint, Excel, and Access is required.

Familiarity with the use of Microsoft Outlook or equivalent email program is desired.

Strong technical writing, analytical and communication skills essential, including ability to present concepts verbally.

Proven ability to lead analyst teams successfully.
