Senior Project Officer (Infrastructure) – DG Cities

London, UK

Salary: £45 to 60k (dependent on experience)

Main purpose of job
Accountable to the Programme Manager, in this role you will be responsible for managing and delivering projects involving new smart city infrastructure, ensuring their successful delivery and drawing out the wider implications for the development of smart city policy and service delivery. 

You will also need to provide expert advice on urban infrastructure challenges including the integration of energy, transport and urban systems.

You will work closely with other technical colleagues on multidisciplinary projects and will also undertake urban infrastructure related research and policy development on behalf of clients and stakeholders. 

In addition to the delivery of projects you will also contribute to the work of DG Cities by identifying, securing and supporting new areas of business activity, including the preparation of external funding bids and response to tenders. 

Tasks
Lead and/or contribute to the delivery of complex multi stakeholder smart city infrastructure programmes.

Commission and oversee the development of new smart city infrastructure including in relation to connected homes, connected and autonomous vehicles and energy grids. 

Provide expert advice on urban infrastructure challenges including the integration of buildings, energy, transport and urban systems. 

Provide expert advice on legislation and best practice related to new infrastructure. 

Contribute to the development of urban policies and strategies/city wide strategic development plans/smart cities strategies. 

Identify the implications for policy and service delivery arsing from smart city projects, pilots and initiatives and draft policy papers, guidelines, briefings, articles on the implications. 

Conduct research to support policy development and implementation of new initiatives/approaches/service improvements, and to support the case for smart city innovation on behalf of clients.

Prepare the case for smart city investment and smart city innovation for cities and other stakeholders, based on evaluation of projects, pilots and initiatives, and research. 

Undertake and disseminate research to maintain the company’s awareness of the latest developments in smart city technologies, approaches and applications, and identify opportunities for clients and stakeholders

Prepare and submit bids for external funding and responses to tender specifications.

Manage staff and project teams, as required.

Key results/objectives
Projects, pilots and initiatives delivered successfully, and wider benefits from smart city innovation secured for cities and service providers, including DG Cities’ clients and stakeholders

New smart city projects, pilots and initiatives brought forward and implemented, and the business / service case made for wider deployment.

Increased profile and activity for DG Cities leading to new business opportunities and a wider spectrum of work and clients, and demonstration of the value in smart city innovation and approaches.

New funding secured through bids for external funding and commissions. 

Responsible for staff: Project staff, as required.
