Facing significant annual maintenance costs for its aging traffic signals, the City of York Council in Northern England has been looking at ways to make long-term financial savings without compromising on quality, reliability or road safety.
Having undertaken a comprehensive analysis of its traffic signal assets, City of York Council chose to use the Traffic Management Technology (TMT) framework, which is operated by the Crown Commercial Service (CCS) as a procurement method for the supply of traffic and roadside technology, goods and services for use by UK public sector organization.
By using the TMT framework, local authorities have ready access to a wide range of suppliers, all of whom have a proven track record and have been through a rigorous selection process. The benefits of using this procurement route include: expert advice and guidance on using the framework; operational support; provision of management information; and access to industry leading, innovative solutions.
The council made use of the TMT framework to find more cost effective traffic signal technology and, having evaluated best fit, scope and value, selected Dynniq (formerly Imtech Traffic & Infra). The company has now been awarded a five-year contract to deliver the traffic signals asset renewal (TSAR) program to upgrade existing traffic signals equipment across the city of York. New signal units, low energy LED upgrades, integration of new technologies, and ongoing maintenance, were just some of the requirements drawn up by the City of York Council for the TSAR program, in order to ensure that traffic technology assets in the city continue to offer a safe and reliable service.
By introducing LED signals, the council will realize significant cost savings on its energy bill and a notable reduction in CO? emissions. In addition, the inclusion of state-of-the-art above ground video vehicle detection makes for safer crossings and better vehicle detection, with minimal installation disruption and costs. Over five years, the program will see Dynniq replace around 60 traffic signal junctions and pedestrian crossings with completely new equipment to a newly developed standard York specification. These installations will use the latest traffic controllers from the Dynniq PTC-1 family and TLED signal heads. The program also includes replacement of ducting and physical changes to junctions, in order to bring them up to the latest design standards.
Darren Capes, transport systems manager at City of York Council, said, “I am very pleased to be working with Dynniq to deliver the Traffic Signals Asset Renewal program for York. As with many local authorities, we face the problem of maintaining aging traffic signal equipment in a cost effective way. The program Dynniq are now delivering will see around 60 traffic signal sites across the city completely rebuilt to latest standards, and will increase reliability, allow the introduction of new technologies, and reduce maintenance costs over the coming years.”
