The International Bridge, Tunnel and Turnpike Association (IBTTA) has applauded a federal appeals court ruling allowing Rhode Island to reinstate tolling on large trucks under its RhodeWorks program, a critical step toward ensuring the sustainability of infrastructure funding across the state.
The ruling follows support from IBTTA, which filed an amicus brief with the US Court of Appeals in March 2023 in support of the Rhode Island Turnpike and Bridge Authority’s efforts to overturn an earlier decision halting toll collections. The appeals court found that while daily toll caps were unconstitutional, the overall tolling system under the RhodeWorks program complies with federal law.
The decision, which follows a legal challenge, permits the toll system to resume without unconstitutional daily caps, preserving its ability to generate revenue for vital bridge repairs.
“This decision underscores the critical role tolling plays in improving America’s infrastructure and strengthening our economy,” said Mark Muriello, IBTTA vice president of policy and government affairs. “Rhode Island’s ability to maintain and modernize its transportation network through fair and sustainable funding mechanisms sets a strong example for states across the nation.”
Implemented in 2016, RhodeWorks tolls large trucks at 14 gantries across state highways and bridges, directing revenue toward bridge repairs and maintenance.
The decision comes as Rhode Island faces a projected US$398m budget deficit for fiscal 2026. Restored tolls are expected to play a critical role in addressing the state’s transportation needs, ensuring safe and reliable infrastructure for the future.
IBTTA’s 2025 president James Hofmann emphasized the importance of innovative funding mechanisms: “As we look ahead, tolling will continue to be a cornerstone of financing the bold, transformative infrastructure projects that our nation needs to thrive.”
